1. Assistance to Firefighters Grant (AFG)

• Administered by: FEMA / DHS
• Who can apply: Fire departments, EMS organizations, training academies
• Typical cycle: Applications open February–April annually
• Funding: Up to $2 million per applicant
• Local match required: 5% (departments under 20 personnel) to 15%
• No match required for: Volunteer fire departments in some cases
• What it funds: AFG is one of the most direct funding paths for fire departments. It supports equipment that improves firefighter safety and protects the public from hazardous materials exposure.

2. Health Care Readiness Program (HPP)

• Administered by: ASPR, U.S. Department of Health and Human Services
• Who can apply: State and territorial health departments
• Typical cycle: Annual cooperative agreement funding; can vary by state and coalition
• Funding: Varies by state/region and project; typically no fixed award amount per applicant
• Local match required: Typically, no local cost share required (varies by subrecipient program)
• What it funds: HPP supports healthcare preparedness and regional emergency response capabilities. Eligible equipment may include patient decontamination systems, deployable medical shelters, field hospitals, and continuity-of-operations infrastructure.

• Funding: Up to $600,000 for sub-applicants
• Local match required: 25%
• What it funds: BRIC focuses on pre-disaster mitigation and building community capacity before the next event. Emergency response infrastructure including pre-positioned shelter and decontamination equipment qualifies when it demonstrably reduces future disaster impact.

4. Emergency Management Performance Grant (EMPG)

• Funding: 50/50 cost share between federal and local
• Local match required: 50% (often met through in-kind contributions)
• What it funds: EMPG is one of the most flexible federal preparedness programs. Funds can be used for equipment acquisition when it directly supports emergency management capabilities.

• Funding: Varies by state allocation
• Local match required: None
• What it funds: SHSP is one of the most accessible programs because it requires no local match and explicitly covers CBRN equipment, mass decontamination systems, and shelter infrastructure.
